Is it possible to launch the CMapTools program from an external program, such as a Windows command shell, and pass it arguments,
such as a CMap to import?

No, there is no way to do it. There used to be a way to launch CmapTools, but it would not import a Cmap passed as a parameter, and recent versions of Windows broke the functonality.
