Norman,
Go to the folder you have created on a CmapServer, or create a new folder on the Public CmapServer (e.g. Public Cmaps (2)). This automatically makes you the Administrator for the folder. Then, from the CmapTools client, right-click on the folder and select New -> Soup from the Menu. That's it.
