CmapTools v6.01. OS Windows 7.
Navigation window is not increases the scale.
Steps:
1. Set Zoom to 10% => Navigation window is decreases the scale
2. Set Zoom to 100% => Navigation window is not increases the scale

Thanks for reporting the bug. We were able to reproduce it on all platforms and have taking note of it.
