CmapTools InstallAnywhere Fails on Windows 10 Pro

I am trying to install CmapTools on a HP Compaq 6000 Pro (3.16 GHz Intel Core 2 Duo E8500 with 4 GB RAM) running Windows 10 Professional (ver. 1803 OS Build 17134.8). I have Java SE Runtime Environment (JRE) 10.0.1 and Java SE Development Kit 9.0.1 installed. InstallAnywhere fails with the error pop-up
Unable to execute the desired program.
Please get another copy of the installer and try again.
I have downloaded at least five (5) copies of Win64CmapTools_v6.03_10-14-17.exe and two (2) copies of Win32CmapTools_v6.03_10-14-117.exe on Saturday, 19 May 2018, and today, 23 May 2018. All have failed with the same error displayed. The progress bar displayed by InstallAnywhere reaches 100% before it fails. What am I doing wrong?
